Hi Brian,
In V3.10.8, we added a High Level Component Import which enables you to create Folders, Components, and Referenced Components across multiple assets.
This import also creates tactics on Locations without an existing Tactics revision to improve efficiency.

Indeed I tried via an import to associate Components to an existing Folder but folders are not taken in account. The parent could only be an other component.
