Enable Multi lingual Config

If a client wants to use Orien for sites using different language the copy from one database to another one is not possible as the config is different. In CMMS the config is unique even if the client uses different languages, it makes the system easier to deploy and manage at corporate level for global companies.

Even for the task description which is not a Config this option will allows standardisation for all sites whatever the language used.
